A Secondary Outside has only recently become available with the invention of the Genesis type of spell. This spell creates a "bubble" of sorts that is isolated from both the Inside and from the Primary Outside (the Tessa Universe). The Secondary Outside then serves as a place to store things, particularly to keep them from other spellcasters who may have access to the (generally public) Primary Outside.

A Secondary Outside is quite similar to the idea of the Secondary Inside.
